I have just purchased a house at auction to let out privately. The electric & Gas meters have debts on them from the previous owners which n power want me to pay. I have credited both meters but 60% has been taken each time I credit ~ Is this something they can do legally please?

Either your not giving us the full story or something has gone very wrong here.
You start fresh with new accounts, speak to npower tell them you are the new owner and they will send you new keys for the meters.

The only 'debt' you are liable for is standing charges from the date of purchase. Any other arrears cannot be included on your cards once you receive your own.0

Power company would generally wipe the debt when given proof of new ownership or tennancy.
The only hiccup would be if new owners name was the same as the old owner.0 -
Debts you are liable for are standing charge debts which can build up from the exact date you became the owner. You can see these standing charge debts on the meters.Gas will show as "owed " on the first screen and proper debt will be on screen 26 with weekly repayment on screen 27 ( press and hold red button with card inserted until it beeps ) Electric meter standing charge debt is also on the first screen with other true debt on screen S, with weekly repayment on screen T viewable only with key inserted0

Why on earth would you even consider paying someone else debt just because "npower want me to" Don't waste your time talking to the call centre numpties. Write a letter of complaint & ask them to get this sorted out without further delay.0
