I wonder if he had a vote in the General as an Overseas' voter? That might help his claim(s). I think ex-Pats in Spain etc can register for up to 15 years after leaving the UK.
Please be polite to OPs and remember this is a site for Claimants and Appellants to seek redress against their bank, ex-boss or retailer. If they wanted morality or the view of the IoD or Bank they'd ask them.

You must be living on a different planet if you think embassies pay for repatriation of UK nationals simply because they've run out of money!

    From the CAB wesite,

"If it’s not possible for anyone to transfer money to you and you are stranded abroad, the British consular office may be prepared to pay for you to return to the UK. This is called repatriation. You don’t have an automatic right to be repatriated and it will depend on your individual circumstances. If you are repatriated, you will have to guarantee to repay the costs of your return to the UK. If you want to be repatriated you should go to the nearest British consular office where you’ll be asked to fill in an application form. The consular office will make enquiries to see if there is any help available from family, friends or an employer in the UK. These enquiries should be made quickly and during this time you’ll usually be expected to support yourself. In some cases, consular offices can meet basic board and lodging costs. This is normally only given to people in special circumstances, for example, young people under 18, families with young children or elderly or disabled people."

The text you pasted seems to suggest they may though?

Is he a pensioner? I came across an article that suggested Age Concern was involved with repatriating destitute elderly expats from Spain. There may be other expat charities in Spain, not an area I have any familiarity with, but worth researching.

Does he have any history of service with the Armed Forces? They have a variety of welfare services for ex service people.

Benefits in Spain!!!! that's a laugh!!!!
There ARE no benefits in Spain, To receive unemployment you have to have worked (and your employer paid into it) for a minimum of 2 years, then you MIGHT get 3 months unemployment. Anything else a charity might give you some food (Caritas) but that is it.
He has NO chance of getting any government help in Spain.

What will he do for money in UK.

If he has been out of the UK for some time he may need to pass the Habitual Residence to Enable him to claim any benefits

And this guy doesn't sound vulnerable to you?

Vulnerable isn't mentioned in that information and anyway, nothing has been said to indicate that he is so.

Skint is not the same as vulnerable.

Only if there's a guarantee of repayment, which isn't going to be the case here.

Sounds like he opted out of the UK, took his cash elsewhere and blew it but now wants to be British again so he can live off the rest of us. Leave him there I say.
