how to set up parental controls in windows 7

I want to set up parental controls on my pc for my grand daughter to use.. According to Microsoft to do this, I need to navigate from the Control Panel to User Accounts and Family Safety, then click Set up parental controls for any user. On myControl Panel there is no option called User Accounts and Family Safety. Only User Account where I am offered various options to "Make changes to your user account". but nothing about Family Safety. What am I missing? I am running the latest version of Windows 7

If Family Safety isn't installed on your computer, go to the Windows Live Family Safety download page , then click Download. Follow the on-screen instructions to download and install Family Safety.

Is your account type set as 'Administrator'? If not, you possibly have to change this.

Also, what are you trying to achieve actually?

If you have children who cannot overcome "parental controls", then they haven't been given a good technical education...

Remember that they were better at setting the video recorder than you were!
