Help - Assigning cherished number plate to a car

Hi hoping someone can help me.
We bought a used car from a dealer today, and have been given the entire V5C document (Excluding Section 9)
To assign our cherished number to this car (currently on retention certificate) and get our name on the V5C as registered keepers, DVLA have advised to send in the entire V5C (Section 6 - New Keeper details completed) along with our Retention Certificate (Section 1 Assignment completed).
On the V5C do we also sign Section 8 "Declaration" as new keepers and keep the "Registered Keeper" signature blank?
