Parking eye fine at macclesfield hospital

I had to take my mother in to Macclesfield General Hospital's A & E department a couple months ago for a CT scan. I was sat in the car waiting for her to have her scan in the 20 minute free parking area just outside for 40 minutes. They have given me no time to reply before the stated deadline!!
The letter i received is dated the 17th of june 2015, yet the deadline for payment has already passed!! they have stated:
"payment to be made within 28 days of date issued 14/05/2015.
This parking charge is discounted to £40.00 if paid within 14 days of the date issued 30/04/2015. After this date, the full parking charge amount will be owed
Do i have any grounds for an appeal? should i contact the hospital or parking eye?
I've heard that you can't just simply ignore these letters.
Any advice would be greatly appreciated!
cheers

Contacting the Hospital is often a good way of getting these quashed, otherwise have a good read of the Newbies Sticky at the head of the forum for a clearer outline of your various options on tackling this.
And this is not any kind of fine - disabuse yourself of that misconception right now!0 -
appeal it asap on their website using the template letter from post #1 of the NEWBIES sticky thread
read the NEWBIES sticky thread so you understand the processes
and complain to PALS at that hospital, asap too , by letter (or try phoning plus a letter complaint)
do not ignore
do NOT phone Parking Eye , for any reason
do not admit who was driving either
it is not a "fine" , its an invoice0 -
Follow the advice on here, but why oh why did you bring all this hassle on yourself by on your own admission park for 40mins in a 20min free spot?0
