    Everything in writing. Paper trail. Write a letter to the LL reviewing the history eg
    * number and dates of breakdowns & how long each time;
    * dates of this breakdown, when engineer came, result
    * stress the inconvenience
    * ask for date when it will be resolved (fixed or replaced)

    Don't withold rent unless you are following the Shelter procedure (pixie's post above).

    Is there an electic shower? Emmersion heater? If not, you could ask for an elecrtic shower to be fitted if the delay is going to continue..... (worth a try!)

    Ask for the gas safety certificate. Why have you not done this during the last year? It's YOUR safety that's at risk!

    All the above in a letter.

    I sympathise to some extent with the LL - if he's been paying for an annual maintenance contract that includes boiler replacement, and they are refusing to replace, he is right to argue the point with them. Of course, if his contract does not include replacement and he just wants a free boiler, he's on a hiding to nothing and should get on with it!

    This is correct, though in reality HSE are unlikely to take much action (possibly a reminder letter to the LL?) if there IS a current gas report but it was not provided to the tenant.

    If there is NOT a current report, HSE will take a more serious approach.

    I'm not aware of there being any recording of these like the landlord register but if the OP is asking for a copy I guess it needs to be done in a way to not get the landlords back up. As others have said it may be worth keeping on his good side as a good relationship with the LL may see a swifter resolution.
