Insurance on flod risk house?

Yesterday my mom went to the building society to do something, while she was there thought she would ask abt building insurance on her house as she though she might get a better price than the insurance she already has with someone else...... anyway, no they can't insure her as her post code shows her house is at flood risk! This is news to her, she has been there 20 years, never no flood in fact she is on a slight hill.

She is now concerned and very upset abt if she wanted to sell, no one would want it etc...... and was told to keep her insurance going with the other company.....

A couple of questions, shouldn't she and her neighbours I presume have been told by environmental agency? that she was at flood risk and can they lift it?
