Finance options for 24y/o starting HNC this Sept

Hi there,
My boyfriend is interested in starting an HNC course at my local college this September. He has not studied at that college before, or started the same course at another college before, so would be classed as a 'first timer'.
On the college's website (possibly outdated), it says that if you are 24 on the day the course starts (which he will be), and it is a 'level 3' course which you have not done before then you may not have to pay the fees.
The online prospectus isn't overly informative but there is reference to the modules being 'level 4'.
Can anyone advise if they think he will be eligible to do the course fee-free? Or best way to go about funding? It is an engineering course if that's pertinent.
He/I will be enquiring with the college tomorrow but I would really appreciate any input in the meantime.

If it is an HNC it will probably be classed as higher education, in which case he should be able to apply to Student Finance for the fees. (level 4+)
If not, he should be eligible for free fees. Or if he is 24 before the course starts a 24+ learning loan will cover the fees, through Student Finance. But these only cover level 3 courses (further education, equivalent of A-levels etc).0 -
