Why was I rejected for a current account? Why is my credit report empty?

So after a long wait, Experian have finally decided that I am who I claim to be and let me see my credit report. Much to my disappointment, there was nothing in it. I almost wish there had been some stuff so that I'd at least know why I was rejected.
It basically had only the things I told them when registering and nothing else! And this is after they spent many weeks verifying my identity.
My score is 867/999, though given how little they based it on, that can't mean much.
Here is the report in its entirety:
1 Positive score factors
Now, my side of the story:
Why is none of it on Experian? Is it some strange coincidence that every company I've used don't report to Experian? Or is it normal for it to be empty like this?
I wasn't even applying for credit, I was just applying for a current account without an overdraft.

- You have not made any credit applications in the last 6 months.
- You have no settled non-mail order credit accounts.
- You are not on the Electoral Roll
Now, my side of the story:
- I do have a credit account. I've had a credit card for about a year and a half. This shows up on Callcredit and Equifax.
- I am on the electoral roll, and have been every year for the last decade. I voted in the general election.

It could be a co-incidence that none of your creditors report to experian.
Another option could be a slight issue with address formatting.
Is the format of the address on your experian report exactly the same as the format the council use for the electoral roll? and exactly the same as the format used by your credit card/utilities etc?A smile enriches those who receive without making poorer those who giveor "It costs nowt to be nice"0 -
The address is slightly different in the electoral roll section. It just has my apartment number and then the street name, but doesn't include the building name.
However, it actually has a tick within the section but says "Period October 2013 - October 2014", so apparently at one stage I was on the electoral roll.
For the last election it was done via a website. I entered my details and it said I was already on it and didn't need to do anything. I must be on it, otherwise how did I manage to vote in May? I went to the polling office and my name was on the list.0 -
I would contact experian, and inform them that you are definitely on the electoral roll and give them the exact address format that the council use and ask them to correct your credit file.A smile enriches those who receive without making poorer those who giveor "It costs nowt to be nice"0
