switch from DLA to pip should housing benefit be affected help.

I am asking for a mate who has just heard from our local council that he owes £700 for either rent or council tax, He is in the support group for ESA and recently changed from DLA to PIP and has just lost the care component of the pip, he has asked for that to be reconsidered and was awarded one more point bringing it to 7.
This is still wrong, I know what help he needs and should have far more points than that.
He is not good with sorting out problems and I am not sure whats happened it looks like he has lost all his housing and council tax benefit.
Does any one know if he should have reapplied for this? he has spoken to some one at the council who has told him that mobility is clased as income but even if that was the case his income is low so I am sure he wouldn't be paing full rent and council tax as he has apparantly been told he has to.
I have got him to put his details into entitled to and that comes up with £11 rent and £0.77 council tax.
It seems really strange he has lost around £80 a week and is being charged so much more!

    DLA and PIP, both components, are classed as disregarded income.

    But, it sounds as if your mate is in a bit of a mess, so it might be best for him, and all of his paperwork, to go to a CAB, or local Welfare Rights (Google it for his area), to sort out what he should be paying.

    Some Housing Benefit departments are notoriously bad at getting things right, so he needs to check it out.

    thanks for that I am sure that it was disregarded income but hes been told direct from council its now included, I wondered if things have changed, I cant understand why his housing/council tax seem to have stopped
