disused chimney stack - what to do?

folks had an old boiler replaced with one of the combi boilers. Thing is now the corgi men have removed completely the old boiler and left the large hole for the flue stack open. They sealed the top of the chimney with wood and cement on my dad's request but there is now a dusty smell in the house coming from teh fluestack. What is the best thing to do? My dad wont get this covered up as he does not want any damp building up in the old flue stack. What should be done? Should he seal the bottom and get some sort of cowl fitted or seal both ends?

any advice please as the corgi firm ( a major firm) had no advice on this and would have left it as is including the gaping hole on the old flue stack in the house!!
