Insurance company keeping incident "unsettled"

Last month i was involved in a collision with a cyclist who hit the side of my car, he was crossing a road behind a parked car and didn't look, i informed my insurance company (Eldon Insurance) but didn't make a claim, the cyclist admitted he was at fault and this is in the police report.
Now my insurance is up for renewal, i'm told my no claims discount will be reinstated when the claim is settled but they are keeping it open for now, meaning any insurance quotes see me as having an "at fault" accident and with only having my licence for a year, my quotes have gone from around £400 (before accident) to £1500+ :mad:
Is there anything that i can do to speed things up? Insurance company have been given the incident number from the police but when i call them they just tell me they are waiting for a response from the police, and the person i spoke to kindly informed me this could take six months! Ive also been to the police station and they told me it sounds like i'm being messed around because their file says the cyclist stated that it was his fault and no further action was needed.

maybe worth contacting the cyclist and asking if he will sign a letter saying he accepts blame and will not pursue a claim now or in the future.
Ask your insurers if they would accept such a document as evidence no future claim will arise and then allow NCD etc. if they will, see if the cyclist will play ball
Otherwise, your insurers are likely to keep this matter pending with a financial reserve set in case he comes out the woodwork. They could well keep the pending status for 6 months +0 -
