OP is only claiming what theyre entitled to at this stage, it sounds like they want to continue to do so.
Think you're being quite out of order with this post to be honest.
Fine, in which case the OP should present their questions to the relevant Council. Nothing to hide; nothing to lose; all above board.
The questions are being asked here to assess potential damage to 'entitlement'.

OPs partner looking to return to work. Job available 200 miles away. Renting a small property to assist with work. Main address would still be their home (i agree it's abit dubious with the doctors and the post, but benefit of the doubt).
Would they still be entitled to housing benefit etc. Well yes, as their income hasnt yet changed. Once the partner starts working this is likely to change.
- it's not that different to being a monday-friday lodger, instead of commuting.0 -

For clarification:
Is the council flat in your name/partner's name/both names? Obvioulsy if it's his and he's not living there (change of post delivery address and doctor registration would indicate he is not), then you're on the road to fraud. If the new place (100 miles away) is in another council, your council will very likely decide that as he's there 5 nights a week, he has removed himself from their area of responsibility.
And this could lead to other benefits being investigated - like Jobseeker's allowance. You're sure you want to go down this path?0
