Why can't UK credit cards have a positive balance ?

I've got an RBS credit card which I haven't used in years which has a positive balance of something along the lines of £4.99. I made a payment but apparently I made it too close to the direct debit date because the direct debit went ahead anyway and took the minimum payment which left the account in credit. They keep sending me statements which just show a carried forward balance. I suppose I should probably use it incase they take it off me then.0
