rootstock sending shoots up

the rootstock on my apricot tree is senting shoots up. I always cut them because I want the plant to focus it's energy on growing apricot but want to know is there a threat to the grafted plant?

I read on the daily mail a woman bought an orange tree and then it started growing lemons and stopped growing oranges (the headline was hyped up). But the cause was pretty innocent - explained that trees are grafted onto rootstock to help them deal with UK climate. The expert suggested that the rootstock can kill the grafted plant once it starts to flourish and can photosynthesise for itself.

How true is this?

    I can't see this happening but I'm no biologist. what can happen is the rootstock sends up shoots, as you say, and the owner either cuts the wrong one or the rootstock overpowers the orange and takes over.
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.
