Not in the case of my low rate MBNA Mastercard which i got at a higher APR than the usual 6.6%. Still a reasonable deal though. Anyway, the APR is maintained for the life of the balance but it's not a promo rate and not time limited althou there is a BT facility at the same rate, it's my regular rate of 11.9%.0
