Car damage to park home

Hi
My mum lives in a park home. Last week one of her neighbours sisters reversed her car into my mums park home.
No damage seems to be done to the brick base or the home itself but the wood skirting has been broken and is coming away.
This happened over a week ago, but she didn't tell me. Until yesterday.
Her neighbour said he would pay the repair costs,, so she didn't take any details of the car that hit her home or the persons details.
I'm pretty annoyed because my mum is 74 and lives alone, and although she gets on well with her neighbour they have pretty much left her to sort it out. Which means I have to sort it out !
Can anyone advise me of the next step, I have been in touch with some local tradesmen who can't do the job for a few months.
Should she be speaking to her insurance company. Or should my mum phone hers
Would it be a problem that she never got the woman's details ( though we might be able to get them if needed)

She can claim from her own policy but it will probably be classed as a fault claim if there is no 3rd party to reclaim the costs from.Censorship Reigns Supreme in Troll City...0
