Neighbour problems, Police matter or Estate Agent?

    You may be able to get the ex neighbours current address by downloading the title details from land registry.

    I'd be putting a cctv system in place to catch him in action next time he does something.

    But read up on the basics if you do this, to avoid a valid complaint being made against you by the neighbour. Also, put up an appropriate warning sign, or signs, which may have a deterrent effect too.

    The only way is to hit them with a multiagency approach. But firstly, if other neighbours are involved, get a meeting together with them. The more the better.

    Go to your safer neighbourhood team and ask them to attend your meeting. Keep minutes and arrange follow ups.
    Get everyone to keep a diary with video/sound/photo evidence where applicable.
    Speak to the RSPCA, ward councilor, Enviro health.
    Whenever you contact an agency, make sure all your neighbors do as well and always in writing.
    Get CCTV installed, you don't need signs as your a domestic premises.
    Be prepared for retaliation!
    Last resort, go to your local rag.

    The owners of the house (our ex neighbours) did give us their mobile number before they left, I tried to call it recently and it is now dead. I do not know where they moved to, I did call the estate agent at one point to ask if they would be able to pass on a message to the owners and they told me they couldn't do that.

    The Estate Agents know about the dogs because they wanted to know why I needed to pass a message on to the owners. You could spend £3 to see who is the register owner of the property at the land registry but it may be that your neighbours have not updated their address for service and it will simply show the house address, rather than their current address. Are any of your other neighbours likely to still be in touch with them?

    After the hosepipe incident yesterday I took photographs of all the windows/walls and floors etc

    Another neighbour has called the police twice over the last two years because of the barking in the early hours so it is not just us that can hear them.

    If you know your ex-neighbour's name then you can write to them c/o the agents - they may pass on a letter even if they are not prepared to tell you they will.

    I agree with the advice to keep calling both environmental health and the RSPCA about the dogs,, contact the police about the hose incident, including explaining that you witnessed him do this and that it was done to several rooms so could not have been an accident.

    As you are on god terms with your other neighbours, it may be worth telling them the steps you are taking them and asking them to let you know if they witness anything. I'm not clear whether the layout of the houses mean that others can see/hear the state the dogs are kept in but if so, you could encourage them to contact environmental health and the RSPCA also.
