Party wall award question.

Hi,
Perhaps this should only be answered by someone who is a surveyor?
My neighbour [the building owner] has finally had a new party wall award produced to demolish and rebuild his original abysmal works that he had built in breach of the original award. The works are in trespass, structually defective and do not comply with building regulations.
He has no intention of doing the work!
My question is quite simple, does a party wall award expire after 1 year if the remedial works have not been started?
