Late License Penalty
After moving house and not informing the DVLA (yes this is my fault) I received a penalty (Oct 2014) for not paying the tax. However it was issued to my old address so I never received it.
Fast forward to Jan 2015 and I find my car is clamped. Call up to find out what is going on and then realise my mistake. So I pay £260 to NSL Services to remove the clamp. I also pay the tax on the vehicle.
A few months later I received the first letter from Rossendales saying I owed £80 for "Late License Penalty". Now I immediately called and disputed this as I had already payed a fine and paid the tax due. They weren't hearing any of it though.
I've written to the DVLA explaining the situation but have had no response. The letter was sent with a notice that I am no longer keeper of the vehicle in question (it was written off, crashed into by a drunk driver *sigh*) to which I have received an acknowledgement.
As I have already had to pay a LOT of money (£260) to remove a wheel clamp I don't see why I should also have to pay another £80 penalty. How many times can you be fined for one offence?
Any advice as to what to do?

The £260 was to remove the clamp and not paying towards the £80 late fee.
Your being fined once for the one offence, The £260 was for having an untaxed vehicle on the road clamped and unclamped.
Your choice is to pay it or wait for them to take you to court and get extra charges added then pay the court instead?
