Did they know when you showed them the extension that you would need to get on their land? Maybe they really don't have an issue with the extension but have an issue with you being on their land. You say that they would be able to use your drive, does this mean for some time, the work required on their land mean they won't be able to use their own drive? For how long?

It sounds to me like they have spoken with other people (family members) who have advised them that if you are going to use their land, they should 'rent' the space to you, hence the request for money. It is not totally unreasonable to ask for a form of compensation if it is really going to be a hindrance to them, but it has to be reasonable and that is all dependent on how long the builders will be on their land, if they are likely to do some damage etc... Saying that £5K, let alone £10K seems ridiculous, unless the work means they are unable to use their drive for over a year.

If the OP can't afford to build this extension in one hit, the poor old folk next door may indeed be living next door to a building site for over a year, with or without the scaffolding.

Hmm, another occasion where a planning ap gets personal.

It's always worthwhile remembering that quality of life involves at least apathy beteen neighbours, as well as size of house. Emotive statements such as playing with peoples' lives not overly helpful because, as said, it's also playing with their lives too. An extension on a neighbouring house not what they signed up to when they bought.

So, I'd suggest doing as someone I knew did - they submitted the application, neighbours objected, it didn't get built. They then went round to see neighbours to say no hard feelings, they understood why people objected, and they hoped everything would carry on as before.

    It did.

At the end of the day, go through the process and if your application complies it'll pass and, if not, it won't. That's a verdict that will be according to the regulations after all.

And then, whatever the result, rebuild relations with your neighbours... along with saving some cash in case of emergencies!
