It really has very little to do with NICs
For JSA they must be class 1 NICs
You don't need to have 2 complete years of NICs to qualify
What you do need to qualify is to have earned at least 50 x LEL for each tax year upto but not including the UEL.
So we have 50 x 107 = 5,350
50 x 109 = 5,450
How to work this out from your P60 add up columns 1 , 2, 3, and 4 and you have your total.
If you are below the total for a tax year then the difference might be made up if you claimed benefit in that tax year, each week of benefit being 1 credit of the LEL amount.0 -
I'm not entirely sure I follow that I'm afraid, but when I look at my P60 for 2012-13 the first four columns of the five (the fifth being employees contributions?) comes to £40,544, which is obviously considerably more than the figures you mention.
As I explained I don't have a P60 for 2014 as I did not have an employer in April but I have my tax summary which shows over £37k earned above the basic or higher income tax rate.0 -

Ok first thing to do is use your P60 and Tax Summary as evidence. Ask for an appointment at Jobcentre to have your P60 and Tax Summary emailed to the JSA BC and within that same email - colloquially known as HOTT - a request for a Verbal Explanation of the decision to not award ESA Conts. You should have a callback from a Decision Maker within 3 hours who will be able to see your evidence and they may be able to change the decision or advise you of what else they want from you to be able to change the decision.
You should continue to sign for JSA as required, until you get a decision on this....
By the way, when JSA is finished paying Conts after 6 months, if you sign off for 13 weeks and then re-claim, you may be able to get another 6 months of Conts (assuming you still are not working). You would use the same calculations to determine if you qualify for Conts using tax year 14/15 (you will be re-using the 13/14 year which you already qualified under so you only have to check the 14/15 year.)0 -
I used their own benefits calculator initially, which told me I was entitled to JSA.
FYI I've written a letter to them, enclosing all the evidence, appealing the decision. I'm due to go to the Job Centre this week anyway to sign on, so will also raise it then.0
