Why don't people allow necessary houses to be build?

In the small market town I grew up in, my parents' first house was 3 away from a large allotment beyond which was fields for miles . There were also fields behind them. They had a large garden at the side of the house and next to that was an orchard and hen run and next to that smaller allotments (there were only 4 houses on their side of the street).
That was in the 1950s. Fast forward to 2015 and there are 6 houses before you get to what was theirs (2 are in their former garden) and beyond their house you now have to walk for a mile before you come to countryside, it's houses, houses all the way.
As for brownfield sites - both railway station yards, a plastics factory, a woollen mill, a sawmill, 3 agricultural machinery depots, a brickworks, a printing works, a laundry 2 dairies, a seed warehouse, another warehouse, a steel stockholders, a maltings, 7 garages/showrooms, 4 schools, a supermarket, 4 pubs plus several large houses, 2 plant nurseries, riding stables, a bowling green, tennis courts and more allotments have all been developed for housing since the 1970s, and that list is not exhaustive.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
