Black Horse Finance - PPI claim a dead end?

Just a quickie. I decided to brave it and find out myself if we had PPI on a motor finance loan. Loan was paid off early on Feb 2008.
We didn't have an agreement number, and tried to find out if we had PPI so we filled their questionnaire but came back "unable to trace the details without the agreement number".
I then sent an SAR requesting all information they hold on us, I included the address, DOB, dates and amounts of payments, date we took out the loan and date and amount we paid the balance. We requested all information on us including loan agreements and that it wasn't open to interpretation. And should they not find any info, to send a copy of the certificate of destruction.
They have sent exactly the same letter back saying without a loan agreement bla bla. Didn't return my £10.
Am I at a dead end? Would referring it to the FSA help at all?
The loan was for £10500 in Oct 2006 and repayments were £225.44 p/m over 60 months, we were told by the Mitsubishi garage that if Lloyds wanted their custom, they have to pass on the 5% base rate (2006) to their car customers and waiver any admin fees. I remember this vividly, I can even remember where we sat and the fact I was so excited about getting the car that I couldn't wait 6 days for end of month so would get a full month of road tax.
Having now matured a bit, I know the repayments and interest rate does not tally. I have also read that others were fed this line too, based on monthly interest rate as opposed to APR. We declined another similar model at a different garage because their APR was 7.9% we had a right ding dong with the manager about it when we proved it on a printout we had.

They are not required to send it back as they have complied with your data subject access request.Am I at a dead end? Would referring it to the FSA help at all?
The Food Standards Agency wont helpYou mean the FCA. However, they do not get involved with consumer affairs. Plus, they do not control data subject access requests.

Why are you going after black Horse when it was the dealer that sold it to you? Surely your complaint is the the dealer?I am an Independent Financial Adviser (IFA). As for Certificate of Destruction, it's only what I have read on other threads, there is so much information that sometimes is conflicting I am trying hard not to give in and wimp out to CMCs.
All I wanted to know is if we had PPI.
I meant to add would an SAR make a difference to a car garage. I rang the garage and they seemed baffled that I called them and said they would not hold that information that long and we would need to contact Black Horse. They also added that they have never added PPI. On recent research, BH show this garage as a branch of BH??0 -
You complain to the seller in the first instance, but if the seller has no records and you have no records, even though they were regulated at the time, you're out of luck.
No one can magic documents out of the air.
If you don't even know if you did pay PPI, and your SAR has turned up nothing, you're completely out of luck.

Perhaps if I sent the SAR to the garage with all the information on the car as well as the payments etc? If they come back with nothing then I will leave it at that.0

You can do but it was ten years ago and they have probably destroyed your records.

No not yet, just a phone call. The account was settled at the end of Feb 2008 so it what 7 years when I first enquired. I was hoping they wouldn't be so keen in clearing their systems, I know some company's can go back years. The bloke who sold us the car and arranged the finance still works there, it's just a shame I don't have the agreement as I remember the three times we were there.0

Before you give up, did you pay the loan by direct debit because your bank might still hold a reference number for it? You could also try the credit reference agencies for account information that has not yet been deleted. I've managed to find a credit report that was over six years old. Your loan was only seven years ago.0
