    The cost of the taxi will include getting the driver enhanced police checked (non school drivers just get a regular police check), paying for an escort to make sure the child is safe during the journey and the admin of making sure there's always a suitable taxi plus driver available and money to deal with the mountain of paperwork the council require.

    Chances are the teacher is being paid for respite plus for being an escort on the day she is in the car with your nephew on top of the wages she earns from working at the school so it does all add up.

    LEA need to provide transport from school to home so that can't be bargained with but there is nothing to say they need to transport the child to and from respite. The department at social services who set up respite should be paying for the transport - it shouldn't be coming from the "school" budget.

    They might get awkward and only pay for your nephew to be transported from home to respite and back but the school budget should then cover the cost from school to home those days (which will probably work out more expensive overall but that's not your concern)
