offer advice please

My boyfriend would like to make an offer on a house that his friend is selling.


The friend bought the house 27 years ago and the previous owner before him had a grant to modernise it with damp proof/electrics, double glazing etc (30 years ago). Overall the house appears in good condition, with a new kitchen, bathroom, he is only selling because he needs to raise money due to retiring.


However before making an offer as it is a 1st time buy and cash purchase for my b/f he is unsure of a few things.


Would the previous improvements still be sufficient standard for todays market, is it just personal choice or would they need to be redone. There are no certificates or EPC cert. So b/f wants to make an offer subject to contract that will reflect this if upgrades are needed. Are certificates compulsory.


Also when viewing the seller and b/f agreed if interested they would do a private sale and take the house of the market to save on estate agent fees for seller and would take less on asking price. Is this possible, is there any way the estate agent can find out he sold privately.


How would we word the offer in writing.


Would appreciate any info please.

    I had a house for sale a few years back and took it off of the market due to a cash buyer and the EA sent a bill through to my new property claiming that I still owed the fee and after arguing the toss with them I just paid it in the end.


    And as for work done 30 years back I would be inclined to look at electrics, heating and so on as it probably will need bringing up to date and within new regulations.
