Perhaps because the Sea Cadets subscribe to the principles of the FRSB http://www.frsb.org.uk/what-we-do/the-standards/ and in their aims state:
We are committed to high standards
    We are honest and open
    We are clear
    We are respectful
    We are fair and reasonable
    We are accountable

and some might consider that they should therefore respect that any standing order that was originally set up as the method of payment of membership subscriptions is not necessarily intended thereafter to become a general fundraising donation. In the spirit of their principles, for them to change their use for monies received should perhaps therefore be checked with original giver/s to see that it is appropriate for them to do so.

If these pledges apply to Sea Cadets, they should apply to any individual in just the same way, shouldn't they:

I am committed to high standards
    I am honest and open
    I am clear
    I am respectful
    I am fair and reasonable
    I am accountable

I highlighted the last pledge as I think it is particularly relevant to this thread. If I had been paying £10 a month (or any amount for that matter, even £1/mth) to a charity for thirty-six months, every month for 3 years in a row, 36 times in a row, I would expect that my decision to make the same payment thirty-six times in a monthly row will be considered as an action I would find myself accountable for.

I would, in fact, feel quite insulted if anyone would question my 36 consecutive decisions to spend my money in just the way I chose to spend my money over those 36 months.

If someone had enjoyed their time and been grateful for the valuable life skills that such an organisation provide for their children it is entirely possible that they may want to continue paying an amount as a donation.

Why should the charity be the ones responsible for chasing donors to ask if they really mean to deposit that money? In any case the money comes into their bank account via SO. It is entirely possible that they have no idea who the payee is.
Remember the saying: if it looks too good to be true it almost certainly is.

As the funds were to pay for membership fees, that isn't likely to be a problem in this case. However I agree with the rest of your post. Remember this is a group probably run by voluntary staff.
