Who to complain to about course provider

9 months ago I completed a diploma through a reputable specific qualifications provider and are accredited by City and Guilds. I have received many module certificates from City and Guilds as I have completed them but I am having real problems obtaining my actual diploma certificate. The course provider is now ignoring my emails or I get cut off when I call. My employers require a copy of my diploma certificate (it was part of the job offer) and it is getting embarrassing that I to keep fobbing them off. (My manager knows I have completed the diploma because I have all the module certificates just not the final qualification!)
Is there an ombudsman/organization I can go to about this? I have tried City and Guilds but they say I need to talk to my course provider.

Not sure about an organisation other than C&G, however, who was the provider, do they have a social media presence, facebook, twitter for example. Sometimes a good way to get their attention.
Also, I know you have emailed, but does the provider have a complaints procedure as on the C&G website it says go through this first, before registering a formal complaint with C&G. The website tells you how to do this.
