External monitors - screen size + resolution = ???

I've got a 13" laptop (Yoga2Pro) with a 3200 x 1800 display (Win 8.1). Everything is paaainfully small, so after struggling with it for 6 months I want to get a big (23 or 28 inch) external monitor so at least I can see stuff*. But I dont understand the mathematics for scaling-up screens taking into account the screen…
