Family member ran up debts in my name

A family member used one of my old bank accounts to get into an overdraft and now I'm trying to reach an agreement with the bank.
Most of the debt owed is service charges and penalties, but as I haven't used the account in ten years and the bank statements were sent to a previous address what recourse do I have to settle (aside from throwing a relation at the mercy if the fraud squad)?
