Can I cover side alleyway beside my house up to fence?

My semi has (to the neighbour who isn't adjoined) a side gate that faces the drive (same direction as front door) to the side of the house, which is joined to the boundary dividing fence, that runs about 20 metres from front of our property to the bottom of the back garden. The alleyway down the side of my house, between my house wall and the fence, opens up from 1.5m at the gate, to approx 3m at the rear of the house. Could I cover this area, with some sort of wooden structure? (kind of like a car port, but timber construction and of much higher quality/looks)
At present there are 2 old, falling down sheds there, which I want to pull down, lay patio slabs down and cover the whole area, preferably with a sloping roof (which if built strong enough I'd like to get tiled, and with a gutter etc). And replace the current wooden gate with a proper door, fitted in a frame
What rules/laws cover this please? Sorry its hard to describe so hope I've made sense

Unsure I'm afraid, I was going to speak to the neighbour about replacing it anyway (as it belongs to me), and the part I want touse as my back wall of the covered bit, build stronger than standard fence panels. (probably still concrete in concrete posts at 6ft apart, but instead of fence panels fit thick wood planks one on top of the other (like the old concrete blocks you used to see in garage areas years ago - would look like 5 or 6 scaffold boards stacked side on top of one another) so next door still had a nice fence type view, and I had a stronger, 'wall' my side0 -
If it is similar to a car port then have a look on the planning portal
