Hopefully they will get the money back if they cancel. If they won't then the holiday company may let them transfer the booking to a different holiday or to take the holiday later in the year.
If the Foreign Office advise against travel, then the holiday company will be forced to allow cancellation. Problem comes if the FO just say to be cautious and don't advise against travelling, then it is down to your insurer or just deciding to whether you want to go or not.
We have been in that difficult situation before and you really have to distance yourself from the finances and decide if you want to be there. Even if you lose money, there is no point going somewhere just to end up sitting petrified to move in your hotel room for a week.
Tunisia will probably be one of the safest places to go at the moment!
