Misdescription of University Course-Legal Recourse?

So I just got the official response from the acting department head.
I'd been hopeful after meeting him and elaborating in great detail on the failings of the course that he'd been making the right noises and seemed genuinely apologetic, but the written response portrays it as a matter of my personal belief that the course has not lived up to their 'high standards' (despite the institution's own investigation supporting the complaints) and the resolutions he's offering are still ill-defined.
Interestingly, despite saying that a fee refund is 'not feasible' he's offering a possible scholarship for another masters degree at the same institution.
So, it seems my next port of call is the public services ombudsman via a FOI request to see if there's any hidden narrative behind my application that will expedite a proportionate outcome to having a year of my time and energy wasted, with probable legal action to follow if I can get legal aid.
What a tragic outcome for a place of education to lie to applicants to secure funding then oblige them to go down this route. It's disgusting.0
