They are empowered to enforce the regulations in the British Waterways Act which also includes revoking your boat licence so would think that they can take court action if necessary.

There is a distinction between a charge and a fine, the latter they are not legally allowed to do. That's why these are being labeled as charges by them.
I would have thought the signs must have to state the exact terms and conditions, and who and how to pay before any charge could be enforced in court ?0 -
It seems fair so everyone can have a short stay . They don't want people mooring there permanently for free. Before you know it its clogged up with free loaders who take but don't give0
