Introductory Discount for Named Drivers - Or Transferable Named Driver NCB

Anyone able to advise which insurance companies / brokers / schemes will give a decent Introductory Discount to a 40 year old (my brother) who has been a named driver on my car insurance for the last 5 years. He didn't need his own car in the past but circumstances are now such that he would like to insure his own car but no one recognises the named driver experience with various different companies.
Another way of querying this is if any company is know to accept Named Driver experience from other companies, i.e. resulting in it effectively becoming transferable (which it normally is not).

My daughter has been on OH policy as named driver for last 2yrs but when she got own car they would not quote her. I asked why not as they knew her history, ie no claims, they said as they are a low risk firm and she is under 25 and driving more she is more of a risk.

As she has no ncb with this firm and quotes from other's only ask for this, she is for all intent and purpose a new driver. I think there a few that give this Directline for one, but you have to be on as a named driver and take out a new policy with them as they do not let you transfer your driving history. I think they should take this into consideration as it shows that you are as good and safe as other drivers.

but they would just say they are a low risk company and as she is under 25 and driving more the risk has gone up.
