Asbestos clean air certificate

Does anyone have any advice on what a clean air certificate for asbestos involves and how much it is likely to be?
I am having a boiler replaced and Instagroup have got part way through fitting it (in new location) but have now refused to come back to complete the work until I provide a clean air certificate after finding some boards that may have been asbestos in the airing cupboard.
I carefully removed them as they could be taken out in one piece without breaking or cutting them (they had just been slotted in to cover a hole in the plasterboard). I've even said that I can connect up the CH pipes so they don't have to even go in that room but they're refusing to come back into the house at all without a certificate.
I'm kicking myself that I didn't get rid of the stuff before they saw it. From the age of the central heating system I doubt it is even asbestos, more likely fibre cement.

Would it be unreasonable to ask the installer to reduce the cost of the installation by the cost of the asbestos test? Given that the possible asbestos was in plain view of their two surveys, and therefore I accepted their quote on the basis that it would not be an issue for them.
I now have their boiler mounted but not connected up, and I have not been asked to pay anything yet.

I'd just write them a clean air certificate and ask that they finish the job, if they refuse you're well on the way to a cheap boiler install :beer:0

There are many companies that deal specifically with asbestos, including clean air certs.
Have you thought of giving one or two of these a ring to find out how much a certificate would be? Once you have this information, you are then in a better position to decide what to do.

Get the material sampled first. If it isn't ACM then there's no need for a certificate. Sample test costs about £35 if you take material to them.Some people don't exaggerate........... They just remember big!0
