Similar to Publisher to download on PC & iPad?

I have "searched" and found posts recommending Scribus to download as an alternative programme to make newsletters. However iOS on my iPad Air doesn't allow "direct downloads". I haven't tried downloading on my PC but would preferably like something I could use on both.

I really don't want to spend £80+ on Microsoft Publisher just to do a newsletter once a month.

Are there any recommendations for a similar programme on the iPad people know about please? Many thanks.

For the PC I would go with the free version of PagePlus

If it were just PC then I would suggest openoffice .. https://www.openoffice.org/

But its not available on idevice

I'm not an iDevice person, but i'm pretty sure you can override the 'direct download' protection.
