I received an invoice from this mob at the marina in January and have just won my POPLA appeal.
ZZPS wouldn't issue a code to me so I complained to the BPA who got it issued, it did take 5 months though......

Complain to your Trading Standards Officer in writing that this company is demanding money with menaces.You never know how far you can go until you go too far.0

So an update for you all:
> Trading Standards replied to my written grumble, it's actually CItizen's Advice COnsumer Services that respond - they said they would register my complaint, that I should contact POPLA and gave a little legal advice - overall not helpful
> I called POPLA as suggested, they unsurprisingly were unable to help without me having a reference and said I should contact the BPA
> The BPA are not answering emails/phone calls - probably just holiday season issue to be fair
> I had another push with the land owner for Brighton Marina, finally got through to a chap responsible for Parking and explained how poorly they were being represented by their chosen parking company and how poorly they were treating us - end result is he cancelled the PCN's.
So thanks to everyone who has contributed to my questions and thanks to this forum for giving me the knowledge with which to choose to appeal in the first place rather than just roll over and pay.0 -
It ain't over till the fat lady sings. In this case, it is something in writing from the PPC saying "Charge cancelled".
Until then, you need to tell the PPC about your chat with the nice chap (whose name you got, yes?) and ask them to confirm. If not, on with the written appeal.0 -
Push the BPA. Hard.
State that you want to know what sanctions will be levied against this company, who you know to be a serial offender with regards to POPLA code refusals.Je Suis Cecil.0
