Create attic balcony/terrace?

Have finally found a house I love but the one massive drawback is a tiny dark courtyard with virtually no sun. There is already a loft conversion so I wondered if it would be possible to make a terrace or balcony or something up there on the sunny side of the building.
Does anyone have any clue as to what and how and most important the cost! I won't have much money to play with. All I want is a little spot where I can sit with a glass of vino in the sun. Doesn't have to be huge.
Will I need planning permission?
I've spent days trying to research this on the net and can't find much info. Got to decide whether to put an offer in or not quickly.

You would definately need planning permission for a balcony. It might be hard to obtain if that balcony means that you are overlooking other people's houses.Everything that is supposed to be in heaven is already here on earth.

Phone up your local planning officer and ask what it is involved and how likely it is that you are granted planning permission. :beer:0

have a look at this website and look at the loft conversion in chiswick london i think it was done under "permitted development" and didnt need planning. it cost £60K bit im sure could be done cheaper. might get some ideas. http://www.thomasdecruz.com/0

BTW I had my 10'x10' flat roof converted into a terrace 3 years ago, it cost me about £13K. I am in London.0
