Blinds

Hi there
Saved up to have a local firm come and fix some perfect fit blinds in my home
He came measured up and 3 weeks later came and fitted them
Here's the problem
They don't seem to fit snugly in the frames and seem to move about a bit I have to keep pushing them up slightly
I have window latches at the bottom of my windows and I can't open them without damaging the blind frame it's made the paint flake off
I've been in the shop today and he basically said that's how they are and he will come and look on Wednesday
I'm feeling worried that I've wasted my money I've not paid in full yet as there is still waiting on other stuff
Surely I should be able to open my windows without the worry of damage to the frame
