Should I report the homeless guy that has been getting into my apartment building?

I live in an apartment block which has door codes to an underground car park and bin area.
There is one homeless guy I saw him jump over our 15 odd foot fence once but since then I see him a couple times a week rummaging around in the bins.
I am actually pleased to see the bin divers make use of some of the stuff people waste in my building as it really enrages me what perfecntly good things peole throw out. But when they come for the bins they go out on the road and tehre is like 4-5 people bin diving then when its out of the grounds so seems less intrusive then.
But for this guy that isnt enough. There are also clothes recycling bins specificaly to give to charities and ive seen him wiht his butt sticking out of one of those bins haivng invited some of his mates in to 'fill their boots'. That seems a bit of a liberty even tho its made to give to the homeless I dont see it as fair they get first grab of everything.
Also the other week I came back around 3 am and he was with another downtrodden looking girl and it appears they were cooking up/taking drugs. He turned aorund quickly and looked at me like he was up to no good but even after getting eye contact with me unperturbed he then returend to what he was doing.
He has gotten really comfortable being in here now and hes seem me several times and now that its awkward like we both recognise each others faces now. At first he looked a bit seepish and carried on but now hes getting more brazen in his pillaging of the property.
At first I was taking a bit of a live and let live attitude saying to myself if he isnt causing trouble let him be. But since the recent incidents of him helping himself to the charity clothes and suspected drug taking I feel hes taking liberties now.
Also the old health and safety card; if he gets high in the bin area and causes a fire or something I know he isnt bothered or gonna take responsibility for it.
Thoughts?

The drugs would be the clincher for me. Not that I'd be too charmed at him taking it into his head that he would make decisions about where goods for recycling go (ie to him first).
I might have been inclined to a "live and let live" attitude without the drug-taking....but with that going on and he isn't even taking the trouble to hide the fact from you...then I would be reporting him in your position.
If you keep turning a blind eye then he might get more and more confident about doing what he pleases and you end up with a few of his mates "in residence" as well.0 -

As above, buy him a sarnie, point him at local CaB, salvation army, and/or how to make a homeless application at the Council,

He's a thief and a drug user; reporting him isn't an option, it's a duty.
Stealing from charity and possibly influencing kids with his other nasty habits is poor form imo. In some circumstances, tolerance compounds problems.Mornië utulië0 -

having been homeless i would defo suggest that maybe as previous posters above have pointed out. direct him in the direction of homelessness services (chances are he already knows this) or, go to some homeless charities and tell them your situation, there were always people out and about checking up on the homeless people where i was and you get to know them personally
i think its best to see if maybe they could chat to him? if hes cooking up where you live then that's unacceptable. but - cant help those that dont want it.0
