Karisma Adriatic Beach

Hi people, i am hoping somebody can help.
My husband and i are due to go to A new Karisma hotel in Croatia middle of July and this hotel is still a massive building site. It was origionally due to open 1st May, then moved to June and now Thomson say 3rd July. I find it hard to believe it will be open if you look at the pics on the below article. My fear is even if it does open on 3rd July it will be unfinished. Thomson have handled this situation really poorly and only been notifying people of delays a week before their travel date, less than a week in a lot of cases. I don't want to get to July and have to find other hotel with very little notice.
I spoke to thomson on their online chat last night and a rather unhelpful lady advised that if i wanted to change the usual £50 pp charge would apply. This seems totally unfair when thomson have over run on this and even if it does open i dont have the confidence it will be up to the standard we expected when booking. Can anybody advise if i am entitled to change with no admin fee?
Thomson have already got bad press around this hotel and how they have handled the situation. The below also shows the hotel in it's current building site state (pics taken saturday 23rd may).
