Contesting Council PCN for parking in Tescos car park

I'm looking to appeal a PCN that I received for not paying and displaying in a tescos car park. I arrived at Tescos with my 13 day old son. I had rushed out of the house to get some nappies and had taken my wallet but no phone. I had no change in my wallet. I could only get a pay and display ticket if I had change, or my phone to call up and pay. I had neither. I rushed into the supermarket and was max ten minutes. I received a parking ticket during this time. Can anyone advise on what grounds I could contest this PCN please. The PCN was issued by the council.

Please could you confirm it really is a council issued ticket - who does it say to pay ? I only ask as councils can't manage parking on private grounds and you've said it is a Tesco car park.

It's made payable to London Borough of Richmond Upon Thames. The car park is attached to Tescos and has the trolley parks etc. Could it be that it's not actually a Tescos car park? This would seem strange though seeing as it's around the back of the supermarket, has trolley parks and has Tesco signs up etc.
