Seems to me that the dilemma for the officer is how to deal with a smart-arsed cyclist who has committed an offence.
Clearly this particular cyclist wants to 'enjoy' the 'privilege' that cyclists have through not having any form of registration or requiring any documentation. This clip clearly demonstrates that this cyclist thinks that he MAY be immune from prosecution hence he falls into the category of being an irresponsible cyclist by being able to take advantage of escaping the law.
In reality though, the cyclist should be bought to book and the system should be clear on how to proceed in this circumstance (just like it is for a normal motorist). The officer (clearly a cyclist himself) should be better trained into the available procedures when dealing with cyclist as clearly he is being frustrated by this chancer of a cyclist.
As I see it there should be 2 choices available; the 'offender' provides his details and accepts the FPN or the officer reports him for the offence if he refuses. The latter of course also requires him to provide his details so the question is what option (and there MUST be one) is the officer left with when the 'offender' refuses to co-operate? Surely the cyclist cannot simply walk away un-punished!
Looks like he did though.

'A few people you know' - oh settled then, a few incidents clearly is a sufficient 'source' with which to form an opinion. Tens of thousands of FPNs are issued every month.
And you think these tens of thousands of FPNS wouldn't be issued if the driver/cyclist/whatever refused to co-operate? Maybe not actually, as they'd be escalating.
I'm just saying that from all the incidents I'm aware of, not one has been made worse by being helpful. This isn't the LAPD we're talking about here.0 -

No i suspect they still would be. I suspect that a large number were issued to motorists who cooperated completely. Who were friendly and nice to Mr/Mrs/Miss/Ms Constable.
How do you know it wasn't made worse?
Example: Do you know why i stopped you?
Wrong answer: Because i was doing 42 in a 30. (actual reason for stop was brake light not working).
Correct answer: Here are my details constable. I am happy to listen to your explanation for the reason for this stop.
Further answers, No comment on the matter at this time. I wont be answering these questions at the road side. Silence. I would like to seek legal representation. I would like to refer to PACE, do you have a copy?0 -

There's a difference between not incriminating yourself further, and remaining silent. If you've clearly just been pulled for running a red light you'll get on better saying "Sorry officer, I cut that light a bit close, eh? I didn't judge there to be sufficient stopping distance" rather than refusing to co-operate.
If you're not sure what the issue is, then of course ask them first, but this whole "don't talk to the police" movement isn't going to make life easy for anyone.
But we'll need to agree to disagree. I'd settle with I'd stick with an "if in doubt, shut up" though.0 -

I'm unsure what you think would be obstructive?
Don't they tell you that bit AFTER you've been arrested? Surely by not giving the officer his details so that he can be 'dealt with' is obstructing the officer in performing his duty to issue the FPN or report the cyclist for the offence?
