Received letter about penalty charge dated 2013?

I really need some help if possible please.
I received a parking ticket on Wednesday. Was our mistake, we thought we could park there but it was a permit bay, all fine, paid up the £50.00 as soon as we got home that day.
However, I've now received a letter from my local council saying that there is a penalty charge notice outstanding from 5th November 2013? They're saying I must pay £110.00 within 28 days - I don't have this kind of money!
I never received any letters about this at my previous address, which I was at until August 2014, so they've had ample opportunity to write to me before.
The letter doesn't say what will happen if I don't pay within 28 days.
I checked the 'evidence' and I can see it is my car. I do remember this day. I am trying to check the weather for that date as I'm sure there was no ticket on my car when I finished work that night (at midnight). I can't check the weather there until I'm back in work on Monday.
Can they really ask me to pay this within 28 days if they haven't bothered asking me about it in the past 18 months?
