From what you say, it doesn't sound like the thermal rad valve is the problem (but it may be giving a clue to what is).
In simple terms, the valve just turns the radiator on or off.
So what you are saying is "When the radiator is off, there is a noise. When the radiator is on, there is no noise".
A new thermal rad valve isn't likely to change that.
But calling out a heating engineer may help you get to the bottom of the problem.0 -
We actually got one radiator in the hall which does not work at all. Never needed it but guess will try and get that sorted it also.0

Why not wait till the council respond to your letter? My guess is they will send out a plumber for a communal system.0
