Can I benefit from VCTs as an expat? I haven't been tax resident in the UK for some time but I do still do an SA tax return for HMRC for BTL rental income. I think VCTs have some good tax breaks but I probably don't qualify for them. But are there any advantages that I may still get by having VCTs as part of a diversified portfolio of investments? Or am I barred from holding them in any case as I am not UK resident?

I couldn't advise whether you qualify for tax breaks on VCTs. Normally not but maybe if you pay UK tax on your BTL? I don't know.
If you do not qualify for the tax rebate there would be no point at all in buying a VCT new. The tax breaks are the only thing that makes the high charges and low resell value worth it.
Having said that if you were interested then see if you can buy one "second hand". No tax bonuses but you should be able to pick it up at a much lower price.0
