Looking to do some screencast tutorials on a budget and need a USB headset/microphone.

I'm a great believer in "separates".
I use a C-Media USB Audio-Input/Output adapter with a fairly cheap Logitech headphone + microphone. The latter invariably breaks after a year or so and I can replace it cheaply. The audio adapter hasn't broken (so far).0 -
Why USB? The vast majority of headsets at the budget end are your standard audio jacks.0

Consider the Plantroincs Blackwire series, costs around £20 to £20 depending if you want one or two ear pieces. I use a C220 at Work which is discontinued and the direct replacement is the 320.0 -

Maybe as a second audio device? Or a pc without sound card? Or the plugs are at the back of the pc under the desk? Or ...
These are only a few reasons why someone would need an USB headset. I use a USB head set, because I have speakers connected to the built-in soundcard, but for skyping I prefer a headset.0 -
I heard USB was better quality and clearer than jack.

We use Plantronics at work - lightweight and last well under constant use. For homeworking and as a back up, I bought one of these - www.argos.co.uk/static/Product/partNumber/1577611.htm
A bit heavier but not uncomfortable and I do like having sound in both ears and had no problem with callers hearing me or being heard0
