Parking with one or more wheels on pavement - can it be enforced?

In March I was issued with a ticket for parking with 2 wheels on the pavement. I appealed this on the basis that the bays directly behind me and in front of me 'instruct' cars to park with 2 wheels on the pavement. I was not in a bay but was also not on any yellow lines and I parked like this because the road is narrow, so if I had parked with all 4 wheels on the road then I would obstruct vehicles traveling on the road. There is a small sign at the beginning of the road which I have since discovered which indicates that cars can park with 2 wheels on the road. This was about 100ft from my car.
My appeal was rejected, on the basis that I would obstruct prams and wheelchairs along the pavement, despite the cars in front and behind me obstructing them anyway. In the response letter they said that if I wished to appeal again then I had to wait for another PCN to arrive. This arrived today and I am going to appeal again but the fine has gone up to £110 and does not give me the option to pay the original £55.
My question is, I thought the fine stayed at £55 while you appealed it and do I have any room to appeal?
