    They never took any money from the card so they arent really the "victim of fraud". If there is a "victim" then its the OP who's card was misused.

    Whilst we dont really have a concept of "pressing charges" in the UK ultimately even if they did report it to the police and the first thing the police will do is speak to the OP (if not just ignore it) and presumably the OP wont want their kid to have fraud charges against them and so wont cooperate/ will say they arent prepared to go to court etc and so it disappears.
